





The 24 teams will be divided into six groups of four teams. Each team play each of the other teams in the same group once, with three points for a win, one point for a draw, and none for a defeat.
If two or more teams in the same group are equal on points on completion of the final tournament group matches, the following criteria are applied, in the order given, to determine the rankings:
if, after having applied criteria 1) to 3), teams still have an equal ranking, criteria 1) to 3) are reapplied exclusively to the matches between the teams in question to determine their final rankings. If this procedure does not lead to a decision, criteria 4) to 7) apply;
If two teams which have the same number of points and the same number of goals scored and conceded play their last group match against each other and are still equal at the end of that match, their final rankings are determined by kicks from the penalty mark, provided that no other teams within the group have the same number of points on completion of all group matches.
The six group winners, six group runners-up and the four best third-placed teams qualify for the round of 16.
The four best third-placed teams are determined according to the following criteria applied, in the order given, to the final tournament group matches:
Round of 16 to Final are played as single leg knockout matches. If there is no winner at the end of normal playing time, two 15-minute periods of extra time are played. If there is still no winner after extra time, kicks from the penalty mark are required.
